Oregon Clients

Shelter Referrals

CAP can provide referrals to transitional shelters within the community. 

Referrals to City Team Ministries are available to participants engaged in services and in need of immediate shelter. Visit our Service Center for a referral.

In partnership with Transition Projects Inc., CAP can refer up to five participants to the Clark Center and one participant to Jean’s Place. Clients who stay at these shelters for longer than one week will have access to CAP’s Short Term Housing Case Manager for the duration of their stay.

* A valid tuberculosis (TB) card is required for Clark Center or Jean’s Place shelter referrals. Participants with a current TB card can self-refer to CAP’s shelter waitlist. Contact the Rob Lawrence at rlawrence@capnw.org to be added to the shelter waitlist. Contact a medical provider for assistance in getting a valid TB card.

Supportive Housing Program – Waitlist: OPEN

CAP provides long-term supportive housing to participants who are homeless or at-risk of being homeless. CAP’s Supportive Housing Program (SHP) Waitlist is open and currently accepting applicants. Contact the Housing Readiness Coordinator to see if you qualify for the SHP waitlist.

Navigation Services may be available to participants on the waitlist that meet specific criteria.

Housing Readiness

Are you a CAP client looking for housing? Join us for Housing Readiness Hours in CAP’s Service Center!

Mondays at Davis St Office: 12:00 PM - 3:00 PM
Tuesdays at Davis St Office: 9:00 AM - 12:00 PM
Thursdays at the HIV Day Center: 11:00 AM - 1:30 PM

During this time, you can apply for CAP’s Housing Waitlist, get one-on-one help with your housing situation, learn about fair housing law and tenant rights, and prepare documentation like cover letters, reasonable accommodations and appeals. 

No appointments are need for Housing Readiness; just drop in!

The Housing Readiness program also offers a six-week, 15-hour tenant education class, Rent Well. This is offered for free to CAP clients every two months; clients must contact a CAP staff member to sign up.

Emergency Rental Assistance

CAP has a program that can provide the following for qualified persons living with HIV:

  • Application Fees

  • First Month’s Rent

  • Security Deposit (limited funds available)

  • Emergency Rent Assistance to prevent eviction

  • Mortgage Assistance

  • Property Debt Assistance

  • Utility Assistance

Housing Case Management

CAP’s Supportive Housing Program provides housing case management for participants:

  • in a CAP-designated housing program

  • staying one week or longer in one of CAP’s transitional shelter beds

  • that have received a permanent housing voucher by another program/ agency and require help placing the voucher

  • referred by Multnomah County’s Addiction Benefits Counselling program and in need of housing placement

  • referred by CAP staff or partner agency to increase housing stability

The Service Center at CAP’s Vancouver office is a one-stop shop for housing and basic needs referrals for clients enrolled in Medical Case Management services. Drop by and let us help you find the services you need, or just spend some time using our open computers in a quiet, supportive environment with help available if you need it. The Service Center is located in CAP’s offices at:

Housing Navigation Services

Are you a CAP SW WA client with questions about housing?  By connecting to our Housing Navigator, you can learn about subsidized housing options in your area, hear about CAP’s housing programs, get community referrals or shelter information, get one-on-one help with your unique housing situation, housing search how-to’s, learn about fair housing laws and tenant rights, discuss your budget, and prepare documentation like cover letters, reasonable accommodations and appeals. With lots of drop-in hours and appointment times available at both our Vancouver and Longview locations, you have plenty of options to get all your questions answered.

Transitional and Long-Term Housing

Finding and sustaining stable and long-term housing often means jumping through a lot of hoops. CAP’s Housing Staff in Vancouver and Longview have close relationships with area landlords for households of all sizes, and have learned the ins and outs of securing help paying your rent and finding a home you can afford. With housing assistance options available in both our Vancouver and Longview offices, our Housing Case Manager is able to look for the longer-term housing option that’s right for you.
