People + Culture
Our People & Culture team leads all aspects of traditional human resources operations for team members, and guides strategy for employee engagement, organizational culture, and antiracism, justice, equity, diversity, and inclusion (A-JEDI) work at CAP.
Development + Community Engagement
Our Development and Community Engagement builds community support for CAP’s mission and vision through engaging volunteers and donors, designing major fundraising campaigns, marketing & communications, advocating for HIV/AIDS policy and legislation, grant writing, and building public partnerships.
Finance + Operations
The Finance + Operations team oversee all aspects of the organization’s finances and provide the internal tools, infrastructure, and security necessary for every CAP department’s work to flourish.
Housing + Support Services
Our Housing + Support Services team provides critical services to people living with HIV in Portland, including housing case management and financial assistance, peer support, culturally specific navigation programs for the Latino/a/x community and, in partnership with the Urban League of Portland, to the Black/African American community. Additional services include Esther’s Pantry to help address food insecurity, Tod’s Corner for clothing and household item needs, Camp KC for children living with or affected by HIV, and our Aging Well program to support long-term survivors of HIV.
Our House of Portland
Our House of Portland (OHOP) provides 24-hour residential care services for those living with advanced HIV who require intensive care. OHOP also provides wrap around support through is Neighborhood Housing and Care Program (NHCP) to help low-income adults living with HIV or those at risk who wish to live independently.
Prevention & Health Services
The Prevention and Health Services team offers HIV/STI testing services in various locations across Multnomah, Clackamas, Washington, and Clark counties. Additional services include helping connect newly diagnosed individuals with medical care, providing assistance in enrolling and navigating health insurance, helping clients access pre-exposure prophylaxis (PrEP), and programs to educate about safer sex practices.
Prism Health
Prism Health is the first LGBTQ+ primary care clinic in Oregon. Our Prism team delivers primary healthcare and behavioral health services to the general public, with an emphasis on providing culturally relevant, affirming, and non-judgmental care to the LGBTQ+ community. On-site HIV/STI testing is done in partnership with our Pivot prevention team.
SW Washington (Clark + Cowlitz Counties)
Our Southwest Washington offices provide culturally competent, trauma-informed HIV care and prevention services to those living in Clark, Cowlitz, Skamania, and Wahkiakum counties. The comprehensive services our Southwest Washington teams provide include medical case management, housing, employment, peer navigation, HIV/STI screening and treatment, PrEP and PEP linkage-to-care, support groups and community outreach, and a growing Latino Services program.

Miguel Villarreal

At Kaiser Permanente, Miguel works with physicians and care teams, innovation teams, sales and marketing teams, and community health partners to give a new perspective on health care and how we approach our health and wellbeing. Born in Oregon, Miguel has used his neuroscience foundation from University of Oregon’s Institute of Neuroscience and design background in various industries to focus on innovation, emerging technology, and new ways to engage and change behavior to achieve better health for our families and communities. He and his husband, Ric, enjoy traveling, exploring the Oregon coast, hiking in the Columbia Gorge, and spending time with friends and family.

Kris Young

Kris Young has been with Nike for 14 years. Kris has held many field leadership roles including Head Coach, Director of Stores, Head of Merchandising and most recently as VP, Nike Direct Athlete Experience, Global. Kris’s experience has centered on leading and inspiring large teams throughout her entire career. Prior to Nike, Kris worked at Discovery Channel Communications in Washington, DC. Kris has been a part of the PRIDE Network at Nike since 2009 and has walked in every Portland Pride Parade since. She is currently the Executive Sponsor of the PRIDE network at NIKE. Kris is very active in her free time traveling and creating experiences for her wife, Sheila, and their seven-year-old daughter.

Bil Spigner

Bil Spigner formerly worked on Nike's North America Store Operations team as a Project Program Director and spent the last 30 years managing Nike's Flagship Retail stores across the country. Bil relocated to Portland to work at Nike’s World Headquarters and joined the Military Network team, which works to continuously improve the lives and well-being of all former members of the armed forces and their families.

Edwin Kietzman

Edwin was a Controller at Pacific Seafood Group and has worked for US Food's Chef's Stores, Columbia Sportswear, and the Kroger Co., where his primary focus was the Fred Meyer division. He received his Post-Bac. Accounting Certificate from Portland State University and a Bachelor of Arts from Concordia University. Edwin enjoys being involved in community events and has participated in AIDS Walk and other CAP events for several years. -
Daniel Borgen
MEMBER AT LARGE
| New Seasons Market
Daniel Borgen works in Human Resources at New Seasons Market, supporting store staff in all functional HR areas, helping create a culture where staff thrive, feel valued, and have ample opportunities for career growth. Daniel is a longtime retail manager who worked in many store management positions before moving into the HR realm. Daniel is a veteran of local LGBTQ media, having spent several years as editor and regular columnist for two local queer publications. Daniel is also a longtime supporter of Cascade AIDS Project and fundraising for AIDS Walk NW is his forté; he has volunteered for many other local non-profits, including Q Center, and is passionate about volunteerism and activism. Daniel adores wine, traveling to sunny places, fitness, cooking, the Portland Trail Blazers, and happy hour.

Kaydie Satein

| PeaceHealth Family Medicine Southwest
Kaydie Satein is a physician at PeaceHealth Family Medicine Southwest in Vancouver, Washington. She obtained her medical degree at Oregon Health & Sciences University (OHSU).
Kaydie joined CAP’s Board of Directors in August 2021.

Kate Bowman
Kate Bowman is a seasoned Event Planner with two decades of experience planning non-profit special events. Locally Kate has worked with Children’s Cancer Association, Ronald McDonald House of Oregon & SW Washington, Q Center, Oregon Children’s Theatre and Portland Center Stage. Since the early 90s Kate has been a passionate advocate and ally for individuals whose lives are affected by HIV. Kate has volunteered for Hawaii Health & Harm Reduction, Q Center, Cascade AIDS Project, Eshter’s Pantry and was an Our House Dinner Series co-chair for two years. Kate keeps busy with travel, volunteerism, and time with family.

Jason H. Desilet
| OnPoint Community Credit Union
Born and raised in Oregon, Jason Desilet has been in retail banking nearly 20 years. He is a Branch Manager for OnPoint Community Credit Union, where he has been over 14 years. As a member of both OnPoint’s DEI Committee and Community Relations Committees he is an advocate for representation and equitable access for all members of our community.
Jason started volunteering and fundraising for Cascade AIDS Project after returning to the Portland area in 2009. He served as an Ambassador on the CAP Junior Board from 2020 to 2022 prior to joining the Board of Directors in 2023.
In free time, Jason enjoys traveling with his husband and exploring wine country with friends.

Christopher Friend
| Swire Coca-Cola
Christopher Friend is the Director of Public Relations and Government Affairs for Swire Coca-Cola. Previously, Christopher represented the voices of cancer patients as the Director of Government Relations for the American Cancer Society. With more than a decade of leading legislative and electoral campaigns, Christopher has advocated for advances in public safety, living wages and health equity across the Northwest.
Christopher is a founding member and former co-chair of Cascade AIDs Project’s Junior Board and was recognized by CAP in 2019 for growing the organization’s support from a new generation of leaders. Christopher also serves on the board of Solve and the Washington State Recycling Association. When he isn’t working or volunteering, Christopher enjoys hosting dinner parties with his husband, Benjamin Friend, and walking their dog, Fern.

Eric Garcia
| Multnomah County
Eric Garcia (he/him) currently work with Multnomah County. Prior to that, he was a recruiter at New Relic, Inc., a human resources professional with Multnomah County, and also worked at Wells Fargo for 13 years. In 2013, Eric was awarded Wells Fargo’s Top Volunteer Service Award through which $25,000 was granted to Cascade AIDS Project for his work as the volunteer Programming Director for Camp KC. He currently serves on the Board of Directors with Basic Rights Oregon. He is a native of Portland, Oregon and has been an active member of the LGBTQ+ community from an early age, having co-founded Franklin High School’s first Gay-Straight Alliance in 2000 at the age of 16. Eric discovered the work of Cascade AIDS Project in 2008 when he was first diagnosed with HIV and experienced their support services firsthand. He and his husband CJ live in SW Portland.

CJ Grub

CJ has worked in the healthcare industry for nearly 20 years. His various roles have specialized in customer success, technology support, sales and management. In 2014, CJ ultimately settled in Portland, Oregon where he sought opportunities to become more involved in the LGBTQ+ community.
CJ has served on the Our House of Portland Board of Directors, Our House Ambassador Council, and the Junior Board at Cascade AIDS Project. Additionally, CJ has been volunteering with S.O.S Outreach, where he helps to mentor and empower children in the community by developing lifelong skills through learning to ski and snowboard. CJ is originally from Wheeling, West Virginia and has been living in Portland with his husband for the last 7 years. In his spare time, he enjoys hiking, skiing, running, wine tasting, discovering new restaurants, attending live music performances, and the many other wonderful things Oregon has to offer.

Daniel Guilfoyle
| Native American Youth & Family Center (NAYA)
Daniel Guilfoyle (they/them) is Seneca and a member of Portland’s Urban Native American and Alaska Native community. They have worked in education for more than twenty years. For the last fifteen years Daniel has been building and managing youth programming at the Native American Youth and Family Center. Since 2015 Daniel has worked alongside culturally based organizations on the Adolescents and Community Together (ACT) project to bring comprehensive, inclusive, medically accurate, trauma informed, and culturally responsive sexual and reproductive health curriculum to the Native American and Alaska Native community in Portand to support a safe and healthy community.
In their free time, Daniel enjoys producing and performing music, dancing, cooking, and spending time with their family.

Craig A. Kolins, PhD
| Trauma Intervention Program (TIP) Northwest
Dr. Craig Kolins retired in 2018 after 30+ years in higher education administration at community colleges and universities in Illinois, Michigan, Ohio, and Oregon. His encore career in non-profits began in 2019 as Program Coordinator for the Aging Well Program at CAP. After leaving CAP in 2023, he serves as Crisis Team Manager and volunteer for the Trauma Intervention Program Northwest (TIPNW), mentoring, motivating and nurturing 200+ volunteers who provide emotional first aid to survivors after an unexpected death/immediate trauma.
Craig volunteered at CAP from 1989-95, as well as serving on the AIDS Walk Planning Committee. He has been a patient at Prism Health since 2018. Kolins is an active member in the 12-step recovery community and a bowler in an LGBTQ+ community bowling league. He married his husband, Kelly, in 2006. They live in southeast Portland.

Sarah Morris
| Ernst & Young, LLP
Sarah (she/her) graduated from Albion College in Michigan and has worked at Ernst & Young (“EY”) in the assurance practice as an external auditor for 10+ years. Throughout her career, Sarah has managed audit projects for both public and private companies in a variety of industries. Outside of her client serving role within the firm, Sarah is an assurance learning facilitator, a counselor for younger staff members, and the Portland Office Unity (LGBT+) Professional Network Lead. During her time as the Unity Professional Network Lead, Sarah has planned office wide events for Pride month, including organizing EY’s inaugural participation in the Portland Pride Parade, and arranged various volunteer opportunities for EY employees. When she is not spending time with EY, Sarah is an avid Detroit Lions fan, enjoys traveling with her wife, participating in triathlons, and spending time at the barn with her horse.

Hope Moores
| Community Member
Hope Moores (they/she) is a non-binary Cantonese organizer, educator, and certified cybersecurity analyst. Their research examines systems of oppression through the lens of Decolonial Feminism and Queer Liberation. In the midst of rapidly evolving sociopolitical and environmental realities, Hope pairs academic insight with decisive leadership and sustainable change.
Their volunteer work centers vulnerable populations and focuses on supporting their needs. Hope volunteers a substantial amount of their time supporting and advocating for people permanently disabled by COVID-19.
Seeking to connect with as many people as possible, Hope is often practicing languages and learning about various cultures. Other than English, they are most familiar with French, Mandarin, Cantonese, Japanese, and ASL.
In their personal life, Hope prioritizes spending time with friends and family. Some of their favorite activities include: playing strategy games, listening to music, riding bikes, writing fiction, and dancing.

Ashley Mumm
| Family Forward Action
Ashley Mumm (she/her) is a seasoned communications professional with a passion for social and racial justice. After more than a dozen years in for-profit marketing, she has dedicated the past five years to serving in the nonprofit space where communities can drive meaningful, positive change. She previously served as the Communications Director at APANO CUF, and now serves at Family Forward Action.
Her identity as a queer, biracial woman is deeply intertwined with her values. As a fierce feminist, she advocates for gender equality and empowerment for the betterment of all. She believes in dismantling oppressive systems and strives to create a more equitable society where everyone has the opportunity to create a better life for themselves and their families.
Beyond her professional endeavors, Ashley finds joy in many things including outdoor exploring, tending to her small flock of chickens, watching horror films, baking, and painting — specifically dog portraits. Born and raised in Oregon, she and her husband Tyler cherish the opportunity to raise their son here. She hopes to be part of building a future full of opportunity and value-creation for generations to come.

Representative Travis Nelson
| Oregon State Legislature
Representative Travis Nelson joined the Oregon legislature on January 27, 2022, representing North and Northeast Portland. He is proud to join the legislature as Oregon's first Black LGBTQIA+ member and the first openly LGBTQ+ Bi-POC man to serve.
The grandson of Louisiana sharecroppers, his parents moved his family to the Pacific Northwest before he entered grade school in search of opportunity. He put himself through community college and then Washington State University School of Nursing by working food service, landscaping, and janitorial positions. It is this strong work ethic that carried him to where he is today.
Throughout his career as a Registered Nurse he saved lives as an Emergency Nurse, Critical Care Nurse and Medical-Surgical Nurse. Serving as a union representative honed his advocacy skills and allowed him to begin tackling the many problems inherent in our healthcare system. He is the former Vice President of the Oregon Nurses Association, former Vice Chair of the American Nurses Association PAC Board, Former Co-Chair of the American Nurses Association Leadership Society and a member of the Democratic National Committee. He knows healthcare is intersectional and is entwined with our environment, housing policy, racial justice, LGBTQ+ equality, and so many other social determinants of health. It is this intersectionality along with the associated disparities that drove him to run for office.

Zo Nicole
| Paradigm Strategy Inc.
Zo Nicole (they/them) is a non-binary human-centered product manager passionate about helping people. While working in technology, they’ve focused on building HR and DEI software to enable organizations to create more positive, safe, and equitable work environments.
Previously, Zo practiced as a psychotherapist and business consultant specializing in trauma and abuse. They have a strong background in sexual assault advocacy and running health and wellness clinics.
In their personal time, they can often be found reading a book, watching women’s sports, traipsing in a forest, taking a nap, or spending time with their community. They value deep rest, curiosity, and belly laughs.

About the Ambassador Council
The CAP Ambassador Council is an extension of CAP whose mission is to serve as ambassadors for CAP’s mission through direct community engagement while growing CAP’s network and fostering an inclusive group of emerging leaders. In the past, this has looked like creating community events like drag bingo or volunteering our time to support CAP events like the Art Auction and Portland AIDS Walk. In the future, we aim to create more Council-led events that focus on CAP awareness, and developing our members to be future board members in the community.
We are looking for passionate folx who are builders and creators. We would like to invite and welcome all BIPOC, LGBTQIA+, and allies to apply and join us at the table. We envision an ambassador council that shares and amplifies lived experiences and perspectives to engage our community members that have been historically neglected.
